As a social peculiar group,the juveniles' body and mentality is mature. when they become a victim or a criminal suspect in criminal procedure, they will facing or knowing a unfamiliar world :law , criminal, inquest, the police, etc.Because of lacking of related system,mistake of understanding,ignorance of judicial practice, the criminal pre-procedure in our country can't protect the juveniles' right very well in practice. The treatise about the juveniles civil suit procedure in academic circles is quite many, but they almost focus on judicial procedure and other scatter system, for example: putting off charging, making the adult take part in inquest and so on .So there are not special works about pre-procedure now.The juvenile has been protected in particular always as the hope of the human. The criminal pre-procedure is the first entrance when the victim or the criminal suspect enter into the criminal procedure, we should analyze and perfect this procedure. It is important to progress the Juveniles'judicial system in our country.The article analyze the concept,principle,idea and current situation of the Juveniles' pre-procedure in our country according to practice and foreign resource. The author want to establish and perfect the Juveniles' pre-procedure that different from the adult's pre-procedure,embody the juveniles' characteristic and satisfy the Juveniles need of peculiar protect.
