The role of Non-governmental Organizations in the WTO is a new issue. This issue focuses on how NGOs to participate in decision-making of WTO and how NGOs to participate in the WTO dispute settlement body. Now, there is a debate that whether NGOs should join in decision-making of WTO. No active WTO regulations include a specific and positive rule about this. In fact, NGOs have affected the process of decision-making of WTO.Compared with participating in decision-making of WTO, It is more difficult for us to study how NGOs to participate in the WTO dispute settlement body. Now NGOs participate in the litigation of WTO as amicus curiae. This paper introduces the practice of "amicus curiae" briefs in WTO dispute settlement body. So, we can learn the process of the development of NGOs in WTO.At the last part of this paper, the author advices that China should not support NGOs as amicus curiae participate in the WTO dispute settlement body now, but that China should initiatively study the role of NGOs in the WTO. Moreover, China should develop own NGOs.
