"Food, Clothing, Shelter, Transportation", the house is always a important consumer goods. In planned economy era, what China implemented was the welfare-oriented public housing distribution system. But later on, with enterprise reform and economy transition going on, original system of welfare houses distribution can't meet the development of economy already. Reforming the housing system is an important part of building socialist market economy in China, and the housing public accumulation fund system is the pillar in reforming the housing system. The housing public accumulation fund is savings of long-term that worker and his unit paid, the component of house monetization, belongs to worker all of individuals. And the housing public accumulation fund is a kind of social security fund, is also one kind of credit funds. So we should pay attention to its double attributes if we need all-round and objective research on the housing public accumulation fund.This thesis studies the housing public accumulation fund legal system in China, and there are four main aspects:In the first part, it analyzes the character of the housing public accumulation funds legal system. This part mainly introduces the history cause, theory source and realistic reason of housing public accumulation funds system, especially from the angle of ensuring citizen's right to adequate housing. And also it introduces the running theory of the housing public accumulation funds, including the Laws of Large Number and the forced saving theory.In the second part, this thesis makes all-round introduction on the housing public accumulation funds system currently in effect of China. This part is on the basis of the "Administrative Regulations for Housing Accumulation Funds", it introduces the administrative principle, managing organizations, the operating mechanism and the mechanism of supervision.At the same time, this part analyzes the current situation of the housing accumulation fund legal system and the problems that appears during the execution in China.Then, the thesis introduces the relevance systems in other countries in the third part. Since the housing accumulation fund system of China is similar to the Accumulation Fund System in Singapore, the thesis therefore also mainly compares system in China to that of Singapore. It also introduces the relevance systems in Germany, France and Japan.The final part of the thesis is also the most important. In this part, some suggestions will be proposed to perfect legal system of the housing accumulation fund, including the following content mainly:Firstly, we should perfect the legislations in connection with the housing public accumulation funds in China, and enhance their legal force.Secondly, this thesis conceives this system from macroscopic angle, concentrating on two aspects: reorientating the beneficial subject and re-constructing the management institutions.Finally, the thesis has brought forward some concrete suggestion for perfecting the housing public accumulation funds legal system from microcosmic angle. This part, which takes the housing public accumulation funds as centre, mainly comments on the raising funds, the scheme of managing it, the fund's using, and corresponding supervision measures.Propose the problem is for finding problem and solving the problem. This thesis submits some proposals and suggestions on the basis of the current situation of legal system of the housing accumulation fund. Hope these discussions that I do, can really offer some thinking for perfecting the system of housing public accumulation fund of China, and can make more people study this system. The more important is to enable this system to walk more widely and farther, ensure the right to adequate housing of more people, and serve the constructing the socialism harmonious society better.
