And the beforhead prevention and afterward almsgiving.Last, I propose some advices how to protect the pre-buyers' rights and intersts and make it perfectly. For example,build the supervision on the pre-sale of money,and notarization of commercial building' sale in advance. Definitude the pre-buyers' consumer status and so on.
