In the national macroscopic level, the center government should promulgate the social security law system and establish the modern pattern of Social security fund management as soon as possible. The county (city) level local government should strengthen status and function of the family in countryside social security, and the attempt to establish new countryside social security system which contains the government subsidy in countryside social security aspect, and In the town social security aspect, gradually unifies the social security standard, and fully utilizes each method to expand the social security coverage.
