Content: This paper views Chinese status quo of construction of administrativeethics in social transform period from the point of construction of spirit culture,governing of country, political education and system construction, and put forward fourproblems in the Chinese construction of administrative ethics and think there are threechallenges which Chinese construction of administrative ethics. However, from theview of the background and general situation of western countries' construction ofadministrative ethics, some constructive models are formed in the western countries'construction of administrative ethics, which reflects some rules of construction ofadministrative ethics. So, with the view of constructing model, comparatively researchto administrative ethical practice of western countries and China can offer experienceand revelation, which can improve constructing ability of Chinese administrative ethicsin social transform period.Then, from five aspects of construction of administrative ethics, theory andresearch front are discussed, and think there are abundant viewpoints in present theories,but lack of overall analyse for construction of administrative ethics. As to know, everyfactors, parts and tools of construction of administrative ethics are interdependent andexisting as one whole.
