Frequent industrial accidents are becoming an increasing a challenge in China, and the rule of law is the inevitable way to achieve long-term political stability. This article probes into the evolution of responsibility for major accident offenses in China's Criminal Law since the founding of the People's Republic and clarifies the relationship between the law and safety in production socioeconomic development. The article analyzes five aspects of the change of responsibility for major accident offenses in Criminal Law(VI) amended in 2006 in the areas of"production and operation","rules for managing safety in production","casualties or other serious consequences","imposing illegal operations on others","extraordinary serious circumstances". It also offers suggestions on improving penalty of responsibility for major accident offenses and introducing from above qualification penalty and fines to improve China's penalty structure to meet the complicated realistic demand.
