New Rural Construction In Minority Areas And Measures

Constructing socialist new countryside is a significant historical mission in China's modernization drive and it is also a magnificent goal made by the Fifth Plenary Session of the 16th Central Committee of our Party. This goal has a direct bearing on the wholeness of building a well-off society in an all round way. Constructing socialist new countryside in ethnic regions has significant meanings for consolidating and developing socialist national relationships based on equality, unity, mutual assistance and harmony. It also has significant meanings for strengthening national unity, maintaining social stability and realizing the goal of building a well-off society in an all round way.Gan Zi Zang Tibetan Autonomous State (Gan Zi State for short) has a lot of problems and difficulties in constructing socialist new countryside. On the basis of comprehensive research and detailed induction, this paper deeply analyzes the problems existing in constructing socialist new countryside of Gan Zi State combined with the knowledge of professional ethnic theory and ethnic policy. At the same time, detailed countermeasures and suggestions are proposed as well in this paper. Accordingly, all the ethnic regions in our country should give prominence to their own features in constructing socialist new countryside and they shouldn't be anxious to succeed. They need plan , classified instructions, pilot demonstration. They also need the development of points that can make the whole develop in order to set up a mechanism with long effects.This paper contains seven parts:The Introduction expounds the purpose and meaning of choosing this topic. It also expounds the research dynamics and methods.Chapter 1 analyzes the background of socialist new countryside construction. This chapter also proposes the necessity and importance of pushing socialist new countryside construction in ethnic regions.Chapter 2 introduces the situations of social economic development ofGan Zi Tibetan Autonomous State in Si Chuan in terms of the natural conditions, the course of social development and the achievement of economic development obtained during the "Fifteen" period since the foundation of the state.Chapter 3 thoroughly analyzes the problems and difficulties of constructing socialist new countryside in Gan Zi State, including natural conditions and disadvantages of position, lack of fund, unreasonable economic structure, weakness of basic establishment, behindhand public services, heavy task of democratic construction.Chapter 4 puts forward concrete countermeasures and suggestions for constructing socialist new countryside in Gan Zi State in terms of increasing farmers' income, solving "Three Basic" problems, improving the construction of basic establishment, deepening the rural revolution, cultivating new types of farmers, promoting the civilization of the rural area, strengthening the construction of democratic legal system.Chapter 5 leads thinking of constructing socialist new countryside in all the regional regions from the issue of Gan Zi State. This chapter also puts forward that the construction of socialist new countryside in ethnic regions should give prominence to their own features and they should set up a mechanism with long effect.The Conclusion proposes that the ethnic regions should try their best to have their own ways suitable for constructing their new countryside.
