The policy of real estate registration is not only the premise of making assets transaction regulatory, and also the foundation of jus ad rem system's existence. And only a mature and wholesome policy of real estate registration make it possible for most of the right of real estate incorporated and transferred regulatory. The article aims at making the function and effect of real estate registration policy clearly by analyzing the concept and corresponding character, and furthermore indicate the defects and problems in the existing real estate registration policy in China.The article puts forward some suggestions on improving on the policy of real estate registration, after the article compares and analyzes the policies of real estate registration in other countries.The article is composed of five chapters. The article analyzes the concept of real estate and real estate registration, furthermore, put up the view of the essence of real estate registration concretely in the first chapter.The article expatiates the function of real estate registration comprehensively from the five points, and expresses the importance of real estate registration in the second chapter.The article puts forward the problems and defects in the following aspects of the existing real estate registration system, such as management system, right to claim for legal protection, force adeffect, public credit, publicity and liability burden of registration department, then the article illustrate the necessity to improve the policy of real estate registration further in the third chapter. The article analyzes, expresses and compares the difference of the three different policies of real estate registration in other countries, and indicates the significance of using for reference I the forth chapter.The last chapter, also the keystone of the whole article, points out the concrete suggestions for improving the policy of real estate registration in five aspects, through referring to the policy of real estate registration in other countries and comparing with the present draft of Jus Rerem.
