Culture is the soul of a people. It is the spiritual bridge that keeps a nation and peoples unified. Culture's main function is to make the fundamental spiritual factor rooted in people unknowingly by osmosis and what one constantly sees and hears. Strengthening cultural exchanges between the two sides of the Taiwan Straits and reaching an agreement can lay a groundwork for the peaceful unification between the two sides and is also an important act to carry out the national policy of peaceful unification and "one country , two systems". Since 1978, cultural exchanges between the two sides have progressed with great speed, of which some were good and some were bad. It also experienced defeat and failure. There were some estrangement and barriers too. It is of great significance to further the cultural exchanges between the two sides, to strengthen the intense relations, to make our Chinese people to identify with Chinese culture and Chinese nation, to push forward the political and economic relation between the two sides. The essay is divided into four parts. The first part tells the function of culture and the traditional Chinese culture through the introduction of connotation of them. The second part mainly expatiates that Taiwanese culture is part of Chinese culture. It also accounts for the forming reason, the manifestation, the essence of "independence of Taiwanese culture" . The third segment focus on the narration of problems existing between the two sides' cultural exchanges. It tells us the importance of strengthening publicizing of Chinese culture in Taiwan and making Taiwanese to come back to the point of 'one country' . The fourth part brings forward some strategies to solve the problems facing the cultural exchanges between the two sides.
