The procedure law seems to be at a rising period when emphasizing to cure the country by law today. However, the law's educational circles falls into the trap of technique doctrine and the tool doctrine about the value of the legal procedure,focuses on designing the norm and systems of the procedure law, and neglects the theories, value, function and meanings of the legal procedure, especially the legal procedure's important function to the rule of law.
