On October 10, 1952, the KMT of China held its 7th "National Congress" in Taibei, It was vital to the KMT, which brought KMT a new J ife, marked a transition in KMT' s history, and exerted a profound influence on the relationship across Taiwan Strait. This article starts with the reconstruction, and analyzes the reasons for holding that Seventh Assembly from multiple aspects, its topics, functions, and influence.This article mainly consists :Preface: Giving a brief introduction to the achievements of the reconstruction, and showing the value and meaning of the study delivered by this article.Part I: Analyzing the historical background of the Seventh Assembly, mainly the general description of the reconstruction, whose achievements were put in decisions of the Assembly; continuing the strategy of fighting against Communist Party and the Soviet Union, and continuing the strategy of making counterattacks upon the Mainland, and being prepared for regain control of the country; paving road for Chiang Ching-kuo to take over Kuomintang, and to establish a Father-and-son domination of Taiwan by Chiang Kai-shek and Chiang Ching-kuo.Part II: Researching into the subjects discussed at the Assembly. Analyzing the reasons for Kuomintang losing political control of the country from guiding ideology, politics, economics, education, diplomacy, nature of war, and Party affairs; studying the changes in the Political Program passed at the Assembly and in the Party Constitution; evaluating and analyzing the main subjects of Basic Theory of Fighting against Communist Party and the Soviet Union, and showing the true purposes of the Theory.Part III: Objectively appraising the position and functions of the Assembly in the development of Taiwan. Kuomintang reconstructed the remnants of its defeated army, established different levels of agencies of Kuomintang in Taiwan; strengthening the dominating position of Kuomintang in Taiwan, and strengthening the dictatorship of Chiang Kai-shek; through land reform, self-government and improving public image of Kuomintang, Taiwan society and public feelings were stabilized; although there have been some negative things of relationship between Taiwan and the Mainland, the "One China" and "Anti-Independence of Taiwan" policies produced positive and profound influence.Conclusion: a brief discussion is given based on the comprehensive analysis of the Seventh National Representative Assembly of Kuomintang.
