The manipulative action of securities market is making use of the advantage of the capital and information to affect the price of securities market and induce the investors to take part in the securities trade, then gains the lawless benefit or shift risk. So this kind of action does harm to the society and the investors and even the healthy development of the securities market, even cause the foamy economy and the economic disasters, so it is forbidden by all of the countries.With the development of our securities market, the lawless phenomenon happens, especially the action of control securities market does harm to the development of the market. For example, the events of "YIANKEJI " , "ZHONGKECHUANGYE" affects the realizement of the function of securities market, damages the benefit of the investors, hits the confidence of the investers, and affects the development of the securities market and the economic, so it is necessary to hit the control of securities market, but the common of the action is not very effective .According to the statistics, from 1993 to nowadays, there were just 29 cases were punished according to law. Although the new 《Securities Law》 makes progress than the 1999, but it also too simple, and it does little help. Judging from the phenomenon, there are many disadvantages between environment of securities market and legal system, thus it is difficult to provide against and hit effectively the action of securities control. Therefore, it is most urgent that we must perfect the supervisal system to avoid the problem.The article can divided into five parts.
