| To an agricultural large nation having 900 million farmers, the villages and towns reform has the different significance without doubt. It plays a very important role in our country political and social stability and economic boom. The effect the reform brings out directly affects whether the rural areas realize the health and harmonious development. After the reform and opening, although the villages and towns pass through the several reforms, but the organization inflation and the function dislocation as well as the authority high degree of concentration phenomenon have not certainly obtained a solution. After the agricultural tax reforms, especially in the era of "post-tax-and-fee" of non- agricultural tax time, these questions become the barrier solving "three agricultures" problems day by day, the villages and towns reform being imperative.
