Therefore, this article tries to studies the whole skeleton of research object and puts it onto a reasonable base, mainly by using the method of systemic view. During the concrete research process , this article firstly deducts and controls the creation and analysis of concrete system, then discusses and parses the particular situations, especially the problems of the administration of stated-owned assets in capital market by putting the four functions of systematism covering conclusion .deduction, control and transplant functions and abiding by a basic principle.
