Safeguard measures are taken to protect the trade. It is given to the import government to relieve domestic industries and to limit foreign import products. It originates from the United State. Therefore, analyzing American safeguard measures not only makes us learn more about safeguard measures system and American tendency to protect their trade, but also is good for China to take corresponding countermeasures and to perfect the relevant legislation and practice. Firstly, the author introduces the characteristics of American foreign trade legal system. Secondly, by using comparison and combining the cases, the author analyzes the 201 clause, 406 clause, 421-423 clauses and the special clause aimed at China's textile and clothing trade in detail. Finally, the author puts forward some countermeasures and advice concerned with perfecting the legislation of our country.
