Electronic Waste Disposal Responsibility To Build, And The System

Electronic wastes have some characteristics, such as huge amounts, contaminative and great value when they were callbacked. If we take wrong measures to callback them, they will pollute the environment and waste the resources. To adapt to sustainable development, to construct a harmonious society, to enhance the international status, and to cope with the trade barrier, we should make the legislation about electronic wastes. According to analyzing the EPR of some countries, such as European Union, Japan and America, then the author thought that everyone in the chain of the electronic products should take some duties in disposing the electronic wastes. We can conclude that we should establish the beneficiary-pay principle to dispose the electronic wastes.The core of this paper is that the beneficiary-pay principle is rational and feasible. The polluter-pay principle has some matters in disposing the electronic wastes. It can use only in produce procession and remedy after the pollution happened. We should prevent the pollution at the all process of disposing the electronic wastes. The beneficiary-pay principle also can change external diseconomy into internal economy. It is more equitable and just than the polluter-pay principle, and it also has some references in Japan. The man who benefits from the electronic wastes is easy to be decided, so the beneficiary-pay principle is rational and feasible.On the basis of the beneficiary-pay principle, the author set down the system of rules. The government should take more duties, and the rules are the environmental standard rule of electronic products, the special capital rule for disposing the electronic wastes, technical enterprise attested rule. The producer should provide part of capital and technique, the extended producer responsibility rule is set down. The consumers rule should bring into effect gradually. The deposit and pre-pay disposed fee rule can improve the quality of all citizen. The author also believed that with the development of economic and the improvement of the quality of all citizen, the system will be changed. We can solve this problem by collecting environmental tax in the future.According to the analysis of the above, if we want to solve the electronic wastes ultimately, the most important thing is to establish such idea: human beings is a part of the whole nature, we should burden some duty for our nature.
