County economy is a regional economy taking administrative division at county level as range. As an elementary cell of national economy, county economy is in a critical condition of forming a connecting link, joining in urban and rural areas and communicating every line. For a long time, county economic development of our country relatively lags behind, the foundation is weaker, the industrial structure is unreasonable, called "short leg" of national economy vividly, and influences the realization of the socialist modernization seriously. On beginning of this century, "16th National Congress of the CPC " of the party puts forward the grand target of the all-round well-off society of our country, having sent out the call of " strengthening county economy" for the first time, and the Third Plenary Session of the 16th CPC Central Committee further emphasizes " developing county economy in a more cost-effective manner". As the most weak and lagging link of the all-round well-off society, county economy receives unprecedented concern and attention, we can say county economic development welcomes the best opportunity.County economy is a huge, complicated economic question, there are many problems to be solved and difficulties faced, the task developed is very strenuous .In order to prevent from the heavy task producing irritable to with blindness, thus bring the bad consequence to economy, social development, what kind of is chosen the index estimates the comprehensive development level of county economy, summarize the rule of development of the county economy, as to developing county economy further, and promoting the economic development level in He Nan Province, and accelerating the construction pace of the all-round well-off society, realizing the emerge in Central Plains, all have the important theoretic and realistic meaning. In view of this, this dissertation has regarded the comprehensive development level index of county economy and method of estimating as my own research object.This dissertation, with the perspective of the all-round well-off society, under the guidance of scientific outlook on development, guaranteeing the overall, coordinated, sustainable development of national economy, combining with county economicintension and reality of our country. thinks that county economic development is a overall development of the politics, economy and society on the range of the county, and is influenced mainly by the three factor of development level, development vigor and development potentiality, and is proved through the characteristic , position and theoretical foundation of county economy. Based on this, this dissertation has set up the index systems of three respects and 26 influence factors which reflects the comprehensive development level of county economy. This dissertation, combines with the systematic analysis of the comprehensive development level of county economy in He Nan Province, and uses factor analysis, fuzzy subordination degree and cluster analysis to go on research of estimating the comprehensive development level of county economy to He Nan Province 109 counties (cities ),and has arranged in an order to the result and the cluster, has expected that there are a overall determining the nature and quantitative understanding to every county (city ) comprehensive development level in He Nan Province, and has proposed the consulting suggestion relevantly in view of the above.
