With the development of social science, technology and economy, environmental pollution and ecological destruction become serious social problems in the world. As a result, the problems of environmental tort also become increasingly remarkable. Due to the rapid social development of China in recent years, the problems of environmental tort are also increasingly serious. Recently, various countries pay more attention on the solving of the environmental problems by means of laws. At present, some of the Western countries have established their civil theory on environmental tort on the basis of "civil environmental rights''. However, here in China, the theories on the civil liability on environmental tort are still in a blank or ambiguous state. Thus, it is very necessary to perfect the system of civil liability on environmental protection on the basis of Chinese domestic situation and economic development. This thesis compares the systems of civil liability on environmental tort in U.S.. Germany, Japan and China and further explores their referential value.
