The European Union (EU) is an intergovernmental organization of European countries, which currently has 25 members based on the European Communities and founded to enhance political, economic and social co-operation. Formerly known as European Community (EC) or European Economic Community (EEC). At present, EU which holds 40% GDP and 50% trade volume on a global scale is an economic entity that has most tremendous influence in the world.The EU is said to have the most perfect and advanced technical regulations and standards compared to the other countries. Other developed countries, such as the USA, Japan, learn a lot from it. As a two-side knife, technical regulations promote the technical development and protect the benefits, health and safe of customers, but also form technical trade barriers against the establishment of the single market. Over the years, as part of a continuous assessing process, the technical regulations have been successfully revised and significantly improved. Today, the tools turn to be an obstacle to other countries want to enter the EU market. Therefore, they are getting more attention all over the world.In recent years, the trading relationship between China and the EU develops at top speed. The EU is China's biggest trading partner, furthermore the biggest provider of technology and facilities. 2000 — 2003, their volume of bilateral trade is from $ 690.38,000,000 to $ 1202.00,000,000. First half of 2004, the volume reaches up to $ 807.02,000,000. As a result, China also becomes the main target country of the EU to set technical barriers to trade and the core means is just the technical regulations and standards. To reduce the influence of technical regulations on Chinese foreign trade with the EU, we need to have a deep understanding of the EU's technical regulations and form completed technical regulations of our own to protect our national trade.The thesis analyzes the technical regulations of the EU is composed of three parts. Chapter one introduces the long history of integration of the EU: from three communities to the European Union. The Union was established under that name by the Treaty on European Union (commonly known as the Mastricht Treaty) in 1992. However, many aspects of the EU existed before that date through a series of predecessor organizations, dating back to the 1950s.Chapter two compares the Old Approach Directives with the New Approach Directives. The difference between them is not only the time and name, but also their effect and significance. Key part is the New Approach Directives (complemented by the Global Approach) which is a legislative technique used in the area of the free movement of goods, widely recognized as highly efficient and successful. For almost 15 years, the directives have played a central role in the effort to ensure free movement of goods in the single market. Economic integration and trade facilitation in EU's markets has increased steadily since the initiative was taken to develop these instruments.Chapter three focuses on the current situations of technical regulations and standards in our country and their influence on foreign trade, three cases are presented. Then, four main countermeasures aimed to better our situations are suggested. The combination of all the above measures is necessary for the elevation of our country's status in international trade.The last part gives a conclusion for the whole paper. In a word, advanced and scientific technical regulations are propitious to the international trade and harmonious society as well.
