Chengdu Industrial Park Development

With the development of globalization and widely adoption of the market principle, two phenomenons gradually invite our attention. One appears that some enterprises especially some private enterprises moved from the underdeveloped area to the big cities. The other is that some enterprises left their headquarters including sale department, research and development department in the cities while they transferred their 'production base'from big cities to suburbs or to other region. The headquarter economy thus gradually came to shape. As a new economic pattern, it means some enterprises are attracted to congregate their headquarters in a certain area with resources superiority and layout their production base in the other areas with competitive advantages. Industrial structure is adjusted and technology is improved as the result of regrouping the industrial chain of value. The healthy development and the final integration of regional economy can realized as the result of polarization effect and diffusion effect. The West Regions have entered their second phase of the development. If we take the economy in the west of China into consideration, in what ways can we adjust the industrial structure and regroup the industrial chain of value and improve technology , in what ways can we improve our capability of independent development? The author considers that idea of'headquarter economy'may be implied in the development of the west. However the author raises a few questions: if the development of the west can be carried out in a way of'headquarter economy', where should the headquarters be located? Is Chengdu, which is considered to be playing the leading role in the west, qualified with all the essential conditions? what is more, can the industrial zones which have been trying new ways of development try exploring the way of'headquarter economy'? To find the answer to the questions, the author begin his research with the topic of "Chengdu, headquarter economy, the new ways to develop the Chengdu industrial zones", and he takes the Qingyang industrial zones as example. The thesis is divided into four parts. That is theoretical analysis of headquarter economy, research on the ways for Chengdu to develop headquarter economy, the new ideas to develop Chengdu industrial zones, and --the case of the Qingyang industrial zone which put the idea of headquarter economy into practice. Chapter one is about theoretical analysis of headquarter economy. The author starts with the two existent phenomena in China, that is, some private enterprises are transferring from the underdeveloped area to the big cities while move their 'production base'from big cities to suburbs or to other regions, and then he induces the definition of headquarter economy. The causes to shape the headquarter economy will be known in the second part of this chapter: due to the competition in the market economy, the enterprises need to reallocate their market occupation to develop economy of scale and economies of scope so that competitive capacity and viability will be improved. The third part of this chapter is about 'win--win'of headquarter economy and its economic effects. The fourth part is about the characteristics of the headquarter economy: intellectual, radioactive, extensive, intensive and double win. Chapter two is about the feasibility of developing headquarter economy. The author starts with analyzing the development of west regions, and then carries on expounding west development and headquarters economy. It is in this part the author did his analysis to bring the developing mode of headquarter economy into the west development hoping to find effective ways to promote the development of the west. He did the analysis from three aspects, they are, the regional unbalance, needs for strategic resource and informational condition. Inthe third part, which is key part of the chapter ,the author did a thorough research on the feasibility of taking Chengdu as main economic carrier of headquarter economy. Chapter three is about the new ideas to develop Chengdu industrial zones. There are four parts in this chapter. In part one the author analyzes the layout, development, existent problems of Chengdu industrial zone ( Qingyang industrial zone is research object ), and then in view of the analysis presents the ideas to develop Chengdu industrial zone and finally verify the theory by taking Fengtai headquarter as an example. In part two, the author elaborates the feasibility of developing headquarters economy from three aspects of geographical location, economic state, and preferential policy. In part three, the author analyze the feasibility of Qingyang industrial zone serving headquarter economy. In part four, the in unfavorable factors in the zone are elaborated. Chapter four is research on how to apply the ideas of headquarter economy in the eastern part of Qingyang industrial zone. The author put forward his views on the obstacles in setting up the headquarter base in Qingyang industrial zone. He argues that we must integrate all resource, picture a reasonable market orientation and set up an ecologic zone. Part two is about the views on the operating way and orientation of Qingyang industrial zone. In Part three the author presents the ideas of setting up ecologic headquarter base, which is also a strategy to work against the unfavorable factors. In this way the sustainable development of the society can be maintained.
