Anti-monopoly law is mainly related to competition and monopoly, so competition and monopoly become core notions of anti-monopoly law . They exist one with the other .Competition brings about monopoly and monopoly makes competition much fiercer . In the new economic era we should study them in a scientific way and give them proper positions in the economic society . Anti-monopoly law of China is going to be drawn up .This paper analyzes one ofsystems of anti-monopoly law------exemption and try tobring to light of monopoly and its reasonably .With that it can make exemption reasonably to readers more clearly. Then the author continues to talk about exemption systems of main countries . After that, according to the study of Chinese economic conditions in the new era , the author gives suggestions of how to establish exemption system of our anti-monopoly law on that base .
