| Payment design is a requirement as well as an important part of a modern business management system. The main purpose of payment design for a company is to construct the competitive payment to attract qualified staff in order to creat expected profits and to realize the company's sustained development. Especially today, human resources have become a key element in a company's success. By gaining a competitive position in recruiting, attracting, retaining and promoting employee's talent, we need to design and implement a new payment system which suits the development direction of a government owned coal enterprises. A suitable payment management system can urge the development of coal enterprise, promote the reform of it, increase the competitive power of it, adapt to the talent competition after market opening up, and draft the development stratedy and influence the state-owned enterprise's changes.This article demonstrates some of the techniques used in the process of designing the new system.
