Bounded rationality have taken place of completed rationality to become the mainstream theory for its mighty explaining ability.Adopting the framework of bounded rationality, the paper describes that the behavioral man's rationality may not be fully realized. By analyzing how information, cost of intelligence, and un-rational factors affect behavioral man's decision, the paper sets up a theoretical model to describe degrees of realization of bounded rationality , and according to the theoretical model, it proves that there are differences between the degree of market rationality and that of individual rationality.
