China's Basic Old-age Insurance Equity Research

Basic Endowment Insurance is not only foundation of the modern Social Endowment Insurance, but also the important section of the modern Social Security System. With the reform of economic system in China, and the construction of market economy with Chinese characters, our government insist on the principle of "based on the combination of fair and efficiency, but efficiency should be the first." This policy not only accelerates the development of economy ,but also results in some phenomenon ,such as the difference between city and country , workers and farmers and classes influences the fair of basic endowment insurance greatly , directly due to the unfair of social endowment insurance and even discrimination of social security in China .With the process of ageing in population , the unfair in new policy design and transition of Basic Endowment Insurance became acute .As an self-government social system ,Basic Social Security should take more attention to fair not efficiency. As the part of the Social Security, Basic Endowment Insurance also should take fair as the only important thing. Up to now, most of the economists insist on efficiency in Social Security. After the analysis of the character and status of Basic Endowment Insurance, based on Keynesianism, I brought forward that Social Security, especially the Endowment Insurance System, should insist on the fair as the most important things.I just research the fair of Basic Endowment Insurance in China, with the demission of the economic opinion "combination fair and efficiency", in two analysis ways both sociology and economy, under the help of statistic and calculation principle. I take the participants as the objective ,such as the government, enterprises and insurants (employees) , and want to explain the unfair in Basic Endowment Insurance from two facet ,which one is burden fair and the other is income fair .I focus most of my energy on the income fair . Especially in the gap between different industries .and I insist on the promotion about the improvement of women's retired age, although there are so many disputation on it.I hope this article would amend and improve the reality of basic endowmentinsurance , perfect the social security system , have very important meaning of theory and reality , with the research in the fair of our country ' basic endowment insurance.
