| Sport is a cultural cannot as well as an industry. For a long last period, the sport undertaking in China has applied a pattern of planned economy, all the investment coming from the government uncompensated without considering the relation between input and output. We have to acknowledge that, as a part of sports undertaking, the sport industry has become an independent part in the social and economical life. Indeed, with a centralized capital and the advantage of human resources, Chinese sports had made great success in some aspects, walking out of backwardness and shaking off the forced insulting title "Sick Man of East Asia". However, the drawbacks of applying the planned economical model to run sports stood out more and more obviously. Sports haven't yet grown into on industry, nor attracted sufficient investment. With the deepening of all-around reform and opening up to the outside, the reform in public financial system, investment system and personnel management system, with stipulation of policies like the Administrative Licensing Law, and the rapid economic globalization, the industrial reform in sports can play an active role in creating job opportunities, can help sports fully act as an industry, and then properly find its cultural and industrial positions. Part one focuses on the backgrounds for the industrial reform in China's sports undertaking. The development and reform process, the dual properties of China's sports undertaking, the feature of sports undertaking itself, and the motive force for the industrial development of sports are respectively discussed. The cultural and industrial properties of China's sports undertaking are contradictory to each other in some aspects as well as unified. The author has made a scientific demonstration by applying the knowledge learned from MBA studying period. Part two focuses on the objective and strategic positioning of industrial reform in sports undertaking. Issues like the objective of industrial reform in sports undertaking, the strategic positioning by operating units in sports industry, and so on are illustrated. According to the article, the positioning of operating units in sports industry should be on satisfying the demand of spiritual products of the people. Part three mainly pays attention to the issue of establishing a sports entity with socialist market characteristics. The article holds the opinion that industrial operation is the direction of reform in sports undertaking. Part four mainly discusses the capital operation in sports industrialization. By analyzing the profit pursuing nature of capital, absorbing the successful experience from advanced countries and taking the current developing situation of China's sports industry into consideration, the article has made a research on how the induction of managing pattern of capital operation from advanced countries can help activate the bad assets in the economic stock of Chinese sports, and optimize resources allocation and capital supply, and thus reduce or even remove the burden born by the national finance in this field. Through abundant analysis, the article in the end draws a conclusion as: the conditions for deepening the transformation and industrial reform in China's sports undertaking, and for adopting capital operation in sports industrialization have become mature. |
