Risk management has shown the new trend of integrated management as a new function of enterprise management. Successful risk management demands of considering all the risks that an enterprise is faced with as a whole. Long-term practical results of domestic and foreign management indicate that reasonable and efficient organizational structure is in direct proportion to management efficiency and long time outstanding achievement of an enterprise. So for managing all the risks successfully, a reasonable and efficient organizational structure should be set up.The characteristics of integrated risk factors and organizational structure design influence factors have been analyzed from the trait of integrated risk management. Based on the analysis of the relation between the two factors, an organizational structure most suitable to integrated risk management are constructed and put in practice through the platform of project management. The main contents of this paper are as follows:1. The analysis of influence factors of integrated risk management. The new characters of EIRM (Enterprise Integrated Risk Management) are concluded. The risk factors of the EIRM are also identified and the relation of the risk factors is analyzed. So the result is concluded that not only full-scale management but also the rule of importance management should be paid attention to in EIRM. And one risk factor's amelioration can help the other risk factor's amelioration.2. The analysis of influence factors of organizational structure design. All influence factors on the transform of the organizational structure are summarized and the hierarchy relation of the factors is analyzed by ISM (Interpratation Structure Model). So the factors that affect the transform of the organizational structure can be classified into object factors and restrained factors, and the restrained factors improve the organizational structure by the leaders to affect the object factors. After the statistical date are gathered and the relations of the object factors (flat structure factors and network structure factors) are analysed, the relation is not evident between the flat structure factors and network structure factors, but the sub-factors of flat structure and network structure is correlative evidently .3. Risk resistant ability of organizational structure. After the effect of organizational structures design factors on the risk factors is analysed in detail, we can find that different organizational structures design factors have different influence on the risk factors. Different risk traits of an enterprise should be paid attention to duringthe operation of ERM structure design. Appropriate risk management organizational structure should be designed according to the different function of the organizational structure design factors to the risk factors.4. The establishment and estimate of EIRM's organizational structure. After the object, stratagem and rule of organizational structure design about EIRM is ascertained, the network structure is established by the work-team and the EIRM is put in practice based on the structure by introducing the platform of project management. The organizational structure and risk level of 98 samples are assessed by hierarchy analysis method and the cutcome of statistics data. The practice results indicate that the organizational structure of enterprise is positive relative to the risk factors after excluding the influence of industry difference, geography position and enterprise self factors.
