Textile Green Barriers And Warning System Design

After the accession to WTO, the export amount of Textile Industry increased rapidly, and showed favorable developing situation, with the further opening of the domestic and international market. The Textile Industry is always the largest export-oriented industry in our country. But in recent years, the green barriers in international trade, which focuses on environmental protection, healthy safety and sustainable development, made many textiles and garment enterprises suffer great economic loss. Therefore, in order to avoid more enterprises encountering with economic loss brought by green barriers and keep the whole Industry's good development trend, it is extremely urgent to research the effect of green barriers in Textile Industry. This article indicates that establishing an Early-Warning System of Green Barriers in Textile Industry is one of the most effective measures to break away from green barriers in international trade through reducing the information barriers and warning degree prediction.At present, the study on Early-Warning System of Green Barriers in Textile Industry is still a blank field. This article focuses the primary study on the theory and system establishing of Early-Warning System of Green Barriers in Textile Industry. Five parts are involved in this article. The first part is the outline of green barriers, mainly introducing its concept, forming background, substantiality and present study status. The second part introduces the development situation and trend of green barriers in Textile Industry, and analyses its positive and negative effects. The third part introduces detailed executing reference, which are the standards, labels and laws used in the main countries of the world, including ISO 14000, Oeko-Tex Standard 100, American and Japanese standards and laws. The fourth part is the study on Early-Warning System of Green Barriers in Textile Industry, which firstly analyzing the necessity and feasibility of establishing Early-Warning System of Green Barriers in Textile Industry, then using the results of macro-economy early-warning theory for reference to establish an early-warning model and index system, and finally form the warning limits to predict warning degree. The last part develops the Early-Warning System of Green Barriers in Textile Industry by using Delphi 7.0 programmer language, and realized the function of looking through information, inquiring eco-standard and eco-label, detecting index point and predicting warning degree.With the improvement of environment protection sense, people are paying more attention to the healthy and safety, which makes the green barriers still show development trend. Hence, Textile Industry can only conform to the international development situation, understanding green barriers completely, grasping the green barriers information in international market timely, taking on active measures to improve technological equipment and manufacturing technique, developing environmentally friend eco-textiles to occupy the international market margin firmly then can keep the advantage position of Textile Industry in our country.
