since 80th ages of last century, especially in1990s, academic circles and theorical field always comparing pay attention Inner-party democracy problem , the report to the 16th national congress of the Communist Party of China bring upping "inner-party democracy is the life of party and plays an important exemplary and leading role in people's democracy", the democracy problem becomes focus of theories and scholarship studying.
