Chinese Communist Party Supervision In Institutional Research

The Inner-Party supervision system is full of rules, statutes and orders to strengthen inner-party supervision, constituted and issued by authoritative departments of the Party. It mostly supervises behaviors, prescribes the principle, procedure, way and authorization of supervision etc. It is a form of inner-party supervision implement, replies the questions how to and what to supervise.Since the Communist Party of China (CPC) established, it has made and practiced the theory of inner-party supervision with the specific situation in China, directed by the theory of Marxism and based on that of Soviet practice experience. The inner-party supervision of CPC has experienced the three phases: New China early day' s exploration amidst twists and turns, comeback and development after the Third Plenary Session of the Eleventh Central Committee, all-around propel after the Forth Plenary Session of the Thirteenth Central Committee, which is a continuous practice course to establish, improve and actualize system step by step, is also a process of the struggle against corruption and uplifting honesty. The Inner-Party Supervision Statute of the Communist Party of China issued and put in practice in December, 2003, is firstly institutionalized and legalized. According to the Party Constitution, the Statute make principles of inner-party supervision in the Party Constitution and the Some Rules about Inner-party Political Life concretize to special system. It develops and improves established system with new experience. It forms an interlaced supervision system, which is a full time supervision among the formulation, implement and results of policy decisions, combines with superior to junior, junior to superior and leading groups at corresponding levels, applies for all the constituent organizations, cadres and members of the Party. The inner-party supervision system has four characteristics: systemic supervision , extensive supervisors .personal supervisees and effective supervision.The inner-party supervision experience proves that strictly running the Party needs scientific and rigorous system repeatedly. The inner- supervision system is a key to ensure the correct guidance of the internal supervision, ensure the effective and normative action. It is an effective way to realize the internal supervision aim. On the one hand the system continues to develop and improve, on the other hand the trends toward corruption have not been held back effectively. It shows that there are many problems in the system, and need more development and improvement: the first, try to synchronization between the establishment and implement; the second, strengthen the prevention function of the system; the third, enhance the internal democracy; the forth, combine the system with ideological and political educations.By both history and discussion, this paper significantly dissertates how to further improve and build the inner-party supervision system, play to the effective role of the system, as well as strengthen and improve leadership by the Party, and roundly enhance the building of the Party.
