Backgrounds of topic and significance of research All circles discuss the problems such as over investment,imbalanceof structure,high-price and expanding economic foam etc. arounddevelopment of real estate at high speed. There are not of the same viewson the series of policies and effects of government for continueddevelopment of the real estate in fine. In view of above, I have these thoughts: what is the developmentalsituation of real estate in China? Are there the problems on total scale orstructure? What is the mechanism that causes price foam? How does thegovernment take micro-administration is effective? What is the role of thegovernment is appropriate? On the basis of review of development of real estate in China, Iobserve the current situation of real estate and summarize the mainproblems. Combined explanation of the content with analysis of the effectabout the whole set policies, I make a research on industrial policiessystem of real estate industry of China, and point out structure that is thekey problem. To resolve the problem, we must constitute the industrialpolicies system that include financial policy,fiscal levy policy,industrialpolicy,land system,housing system and laws and regulations. It aims atthe purpose that is not only assurance of development of real estate, butperfection of the socialist market economic system and improvement thegovernment's ability to administration of micro-economy. This is the realrequirement of resolving the problems of development of real estate andalso the main significance of this paper.2. Academic system and main content There are four chapters, as follows: Chapter 1.research on the basic theories The first part mainly introduces the definition, characteristics and therole and status in national economy of real estate industry. On the basis ofnational condition of China and the connected effect on other industriesand influence on national economy of real estate industry, we can draw aconclusion it is necessary and inevitable of real estate industry as mainindustry of China. The second part explains in a systematic way the content traditionaltheory of industrial policy, which includes definition,characteristic,means,function and relationship with other policies. The third part summarizes the conditions where the industrialpolicies are carried out in specific industry on the basis of analysis ofindustrial policies for three specific industries. Further, it makes a newexplain about the connotation of industrial policies of specific industryand compares with the traditional industrial policies. The fourth part demonstrates the necessity of building specificindustries for continued development of real estate industry in fine, andexplains its definition and content. Chapter 2.the survey of real estate in China and analysis of influentfactors The first part reviews the course that real estate came into being anddeveloped, and explains the policies. Then it introduces and analyses thecondition of real estate of China, and summarizes the problems. The second part analyses and concludes the influent factors thatrestrict development of real estate industry further. Chapter 3.use the experiences of development of real estate industryabroad for reference The first part introduces America experiences that include landpolicies,housing policies and financial policies of real estate. The second part introduces the experiences and lessens fromHongong. At first it analyses the causes that economic foam came intobeing. Secondly it introduces land rent system and housing system. Atlast it analyses financial market of real estate in the positive and negativerespects. The third part introduces the reform for housing policies and systemsand summarizes three enlightenments such as supply of residence,distribution of housing and property right of house.
