Regional Innovation System Mechanism

The coming of globalization and knowledge economy has put forward the new requirements to the development of regional economy. New knowledge and technology raise, diffuse and disseminate actively, which require that when we analyze the question of regional development, we must emphasize the innovation and the diffusion of knowledge and technology. In a word, innovation has been one of the decisive elements to influence the regional development; system has been the main carrier and mode of regional economy; the construction of regional innovation system has been the effective method to boost regional economy as the "endogenous force"; how to cultivate and maintain the regional innovation capability has been the key to construct and consummate the regional innovation system; the smooth move of regional innovation system's internal mechanism has decided the regional innovation capability and innovation performance. Therefore, the research on the regional innovation system's internal mechanism has striking meaning.Based on the relative national research of national innovation system and regional innovation system made by scholars domestic and overseas, aimed at the status quo of less research of regional innovation system's internal mechanism, this paper raises four internal mechanisms, and they are: interactive learning, knowledge production and sharing, proximity and social embeddedness. What's more, now that the internal mechanisms' smooth running must depend on the complete and perfect constructed element, before detailed discussing how the internal mechanisms make function, the paper puts forward four elements constructed regional innovation system and their actors, which are firms, infrastructure, government and innovative environment. On the following, the paper studies the four internal mechanisms, including their presupposition, their results, and other factors that must be noted during the operation. Through the research, a conclusion that the smooth running of internal mechanism is critical for the transformation and diffusion of knowledge and aregion's changing its static advantage into dynamic advantage. Among the article, positive number of some regions in our country and western country is used to explain the arguments. Finally, the article takes the Zhongguan College as a case, and analyzes the elements and the operation of internal mechanisms of Zhongguan College regional innovation system. The last part of the article is the prospects of the following research.
