As an inland city, Xi'an has more obvious inferiority than coastal area in traditional industry. So, we should take advantage of abundant education resource to develop knowledgeable industry which little limited by location, software industry should be put on first place. The most important reason is that the foundation of cluster—industry chain not being built.This paper uses diamond model theory analyzing the present development of software industry of Xi'an. Under the diamond model theory, this paper expound corresponding improvement countermeasure in order to establish a health and persistence industry chain. The center of this paper is to utilize Porter's diamond model theory to research regional industry development. In the first part of theory recommendation, industry chain theory, cluster theory and diamond model theory is introduced.
