| Near these decades, employee share ownership plans (or worker holds share plan, ESOP) developed by market economy country prevails day by day in U.S.A., Britain,etc. In our country, as state-owned enterprise property right institution reform deepens gradually, the worker holding share of different ways is developed rapidly too in recent years, and demonstrate better efficiency advantage. But it also exposes some questions in the course of practicing. Since these questions exist,our country have not a unified recognition on employee share ownership plans. The opposition person thinks that the system is not suit for the actual conditions of China ,and worker holding share is disadvantageous to speeds up to build modern enterprise system which includes some content as follows: the property right is definite , the obligation and responsibility is clear, the government administration is separated from enterprise management, the management is accordance with science.While state-owned enterprise property right system reform has walked into the comprehensive deepening period, studying the staff to hold the stock system is prominent issue in the public administration domain. With ESOP regarded as one kind of choice of property right system design, whether the staff holding share system can enforce state-owned enterprise reform, and closely realize organic combination synthesis of fair and the efficiency, finally, it should be examinated through the reform practice . This issue try to give some empirical study on the staff holding share system .First ,the paper described overall situation about staff holding share in our country, respectively explained the internal staff stock, the staff held the stock meeting, and the stock cooperation ,put forward the development situations and the existed questions of the above three kind of main forms , and analyzed ,from the property right theory and the policy angle, the feasibility and the practical significance in our staff holding the stock system .Next ,the issue emphysize at establishing evaluation model which works to appraise the ESOP effect ,applying variance analysis and the regression analysis method to processes and analyzes sample survey data acquired from reformed enterprise, and prove that ESOP can make positive influence on the staff matter income, the staff enthusiasm of participating the management, the staff satisfaction degree as well as the enterprise development and the public management. The staff holding share system is a effective method to carry out the state-owned enterprise property right system reform, which brings the advantage not only to staff, but also the enterprise and the government. Finally, according to problems appeared in the course of m implementation of ESOP, the issue put forward the concrete proposals on path ,method and external environment for implementing ESOP. |
