The cultural environment is the important component of the social environment of ideological and political education. Since reform and opening-up, with the setting-up of the market economic system of our country and pouring of western culture, the cultural environment faced in ideological and political education is becoming more and more exoteric and complicated day by day. During the process in which the Chinese society is transforming from tradition to modern, the blending, collision and conflict between traditional culture and modern culture, native culture and exotic culture appear day by day, and ideological and political education has been influenced by this kind of special and complicated cultural environment more and more obviously. Under the situation in which plural culture is interlocking and agitating, how to build the advanced cultural environment to be favorable to ideological and political education, excavate ideological and political education resources contained in the cultural environment, and give play to the role of recessive ideological and political education of the cultural environment is not only an important theory subject faced in ideological and political education, but also an important practice problem that should be demanding prompt solution to tone up the substantial results of ideological and political education under the market economy condition.This paper regards Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and important thought of 'Three Represents' as guidance, exert such methods as comparing, synthesizing, reality observing, future thinking and theory combining with practice, through analysing the influence on ideological and political education and the function in people's ideological and political diathesis formation which are operated by the cultural environment, discusses the important position that the cultural environment is in ideological and political education, and then point out the effects in ideological and political education is operated by the cultural environment as to foster the circulation of the ideological and politicaleducation subject, to influence the receiving of the ideological and political education object, to restrict the mechanism to the object coming from the main body of ideological and political education, and at last open out spirit moulding, idea reconstructing, behavior normalizing functions in people's ideological and political diathesis are formed by the cultural environment. On this basis, this paper analyzes the bad composition of the realistic cultural environment and negative influence function, and under following the prerequisites of advance, synthesis, creativity, entity and target principle, putts forward the basic train of thought that the cultural environment combines: on the macroscopic, give play to the role of direction of advanced culture, promote the quality of commonalty culture, and pay attention to the protection and use of culture and education resources; on the microcosmic, establish the ideology and politics educator's cultural idea, build colony's culture atmosphere, and strengthen the founding of culture and education situation.This paper thinks that under the condition of socialist market economy, people's life style has diversified, subject consciousness has strengthened obviously too, mandatory centralized and uniform ideological education way has been restricted and challenged day by day, ideological and political education needs to be more transformed from the face-to-face education between the educator and the educate to the subtle educational influence via the culture environment. So to give play to the role of recessive ideological and political education of the cultural environment, that is the significant way to improve ideological and political education, enhance the substantial results of ideological and political education under the socialist market economy condition. This is exactly what new meaning of this paper is about.
