It is the base of the public administration of the government. As a kind of public power, administration power comes from civil rights. The purpose of its enactment is to protect the legal rights and interests of citizen and social organization. However, administration power is easily corrupted, which is harm to the country and the society. It is pointed out in this thesis that administration power needs to be checked to avoid and eliminate power corruption.By analyzing the traditional power checking systems, it is necessary for avoiding and eliminating administration power corruption to search for a new scheme from the relationship of the government and the civil society. The new scheme is checking administration power by civil society.The base and the practical value of the theory of checking administration power by civil society are elucidated in this thesis. The approaches are probed into in order to make the civil society effectively check administration power to assure the uncorrupted administration with high efficiency of the government in the thesis.
