Under modern enterprise system terms, the manpower capital is more and more important in enterprise's value. Modem enterprise is essentially organization of special marketability contract between human resources and nonhuman resources. Development of modern enterprise depends on many kinds of resource, but human resources determine enterprise developing for a long time. So in the development of enterprises, we should have long- term development in mind and set up human resources development mode adapting to the long-term trend of social economic development and enterprise. This text is based on management theory of human resources, has studied the questions of four levels: First, the basic theories of manpower resources development. Regarding western- chem, It is based on theory of manpower resources development and studies the current situation of human resources of western- chem and the existing question in manpower resources development which offers the foundation for human resources development mode of western- chem. Third, Choice and designing of human resources development mode of western- chem. The paper has designed the categorized management mode of the human resources in western- chem according to current situation and issue of the enterprise and combining development strategy of western- chem.
