Nowadays, with the change of the market competition, the high-tech enterprises face the rigorous challenge. To realize persisting development, the performance appraisals for R&D project teams must be enhanced. Then the succeeding rate of R&D project can be increased and core competition capacity can be enhanced also. This question is a very urgent to resolve for Xi'an Datang Telephong Corporation and other connatural high-tech enterprises.First, based on the theories of performance appraisals, and combined with the characteristics of modern project manage and the appraisal difficulties of R&D project teams, the thesis make a conclusion that the performance appraisals of R&D project teams must be integrated with its project manage process. Secondly, through particular analysis on the key performance impact factors from R&D project management procedures, the thesis indicates that the precondition of performance is assess the R&D employee's distinction according to the job explanation, that the foundation of performance is consummate the R&D project management procedures according to the project scheme. In this way, a "work result performance integrated valuate model" and KPI are designed, so that a rigid control and valuate objectively performance appraisal system which is measurable is established.The innovation of this performance appraisal system is tightly combination between the appraisal of the R&D employee's work result and the appraisal of R&D project task, so that the appraisal date all root from the output of the project developing process. Consequently, the objectiveness, the efficiency, the openness, the equity are realized truly.After a practice in Xi'an Datang nearly one year, this performance appraisal system reached a good effect. The R&D project execute statusimprove quickly and distinctly. The exertion of the appraisal result-theresult of correlative human resource policy is objective and effective, so the employee's working enthusiasm advanced markedly and the rates of initiative demission reduced clearly.
