Study Of Rice Drought In Southern And Risk Management Strategies

Agriculture is primary industry of our national economy. Agricultural production, which regards land as the basic element of production, is restrained by the natural conditions, such as weather. Various kinds of weather calamities, such as droughts, floods, hail, etc., also include the biological natural calamities, such as plant diseases and insect pests, have very great influence on agricultural production. The rice is a main crop in the Southern China, and the main grain as well. The drought is one of a major calamities faced in the production system of the rice. Peasant households who plant rice not merely invest a large amount of manpower, material resources, financial resources because of rice drought, raise rice plant cost, and also cause their output losing, and the income drops because of rice drought calamity. On condition that this peasant household income generally lower in our country now, rice drought calamity becomes even more important. Reduce natural disasters and sustainable development is not only the focus of present regional study, even one of the focuses which the global study. It not only can help peasant household reduce drought loss, raise peasant household's income, and can instruct us how to utilize naturally, and solve these problems that economic development and resource shortage, the environmental pollution etc.. Solve China southern rice drought problem is a measure of solving poor problem not merely, and from the point of view of water-saving agriculture and agriculture's sustainable development, it is the problem needing to be solved urgently very much.This paper uses various kinds of theories and research approaches of economics, draw lessons from the foreign advanced research results, regard firsthand materials of peasant household investigation of three provinces of the South of China as the foundation, through research approach of positive research, summarize and analyze of our country southern rice drought risk coping mechanism from macroscopic and microcosmic. The paper is divided into five chapters.The first chapter is preface. This chapter introduces research signification, research objective, research methods, and advanced research results of foreign and native. It has offered the background for the following theory research and positive research.Chapter two introduces the basic situation of southern rice planting of our country and drought. This Chapter begin from division of the southern rice district of our country, according to the South of our country difference of plant condition, the southern rice district of our country is divided into the several rice districts where different natural conditions. Then it introduces the overall situation that the southern rice of our country has produced since reform and opening-up, and summarizes several characteristics that the southern rice of our country produces of this period. Finally it analyzes of our countrysouthern rice drought basic satiation, sums up rice drought characteristic and reason of our country southern, and the definition direct against the southern area drought of our country.Chapter three is about the government drought risk coping mechanism in rice production of the southern area of our country.
