| The economics and society of Chinese has been making progress for several years, which has aroused attentions of the entire world. All Chinese people has made so much progress in improving their lives that they achieve the well-off life in 2002, just as the papers of the No 16 Congress of Chinese People pointed. But in the meantime, the papers also said that the well-off life has been achieved is low level, part-sided and unbalanced, "we must collect all our forces to set up the high-level well-off society for all in the early 20 years of the new century. We must have the economy more developed, the democracy more healthy, the technology and education more advanced, the civilization more boom, the community more harmonious, the lives more rich. This is the aim of the overall well-off society and it is written into the constitution of CCP. To construct the overall well-off society is a long-term and arduous task of development in China. We gives some space-time law in the course of overall well-off society construction through actuality appraisal and forecast of overall well-off society construction on the basis of known research fruits and by using correlative theories and methods. We hope this paper can give some scientific and practical decision-making gist. This paper includes 8 chapters:Chapter 1, we discuss the significance to research the construction of overall well-off society and appraisal in county range. On one aspect, the overall well-off society is the new phase of well-off society development and the only way to realize modernization. On the other aspect, the county research is the emphasis, difficulty and focus of the research on overall well-off society construction.Chapter 2 is about the theory gist and means to appraise and forecast overall well-off society construction. The former includes the meaning, standard and character of well-off society, the meaning of overall well-off society, the phase theories of region development, the sustainable development theories, etc. The latter includes integrated grade, regress forecast, etc.Chapter 3 is the foundation of index system. We found different index system because of the differences of available data and research task. We also give analyses about the main index.Chapter 4, we give the actuality analysis of overall well-off society construction in county. We do integrated analysis on county actuality on the basis of collected datum. The variation law of overall well-off society construction is given in the end.Chapter 5 is the forecast of overall well-off society construction. In this chapter we give the forecast result by setting up a model and by using the continual data from 1997 to 2001.Chapter 6 is the analysis of the result of the above chapter. We give the course forecast of provinces and cities in 2005, 2010, 2020 according to the status of future and the target we give above.Chapter 7, we do space-time analysis of the result of chapter 6 and give tactic to develop different regions together. On the basis of the above outcome, we sum up the character and law and give some tactics subsequently.In chapter 8 we analyze the opportunity, the challenge and the countermeasure of overall well-off society construction. This analysis is from different aspects such as politics, economics, systems, technologies and educations. The innovation of this paper is just as follows:Firstly, the over-all well-off is a new concept, which is different from the well-off that we are familiar with. It is a new target and higher phase to construct well-off society. This is a update thesis.Secondly, we are the beginner to bind with overall well-off society construction and the scientific development viewpoint.Thirdly, we are the beginner to do research of county in the field of overall well-off society construction.
