This essay regards the election of the Agrarian Committee happening in the wide rural areas of China as a gradual forming process. This course is deeply influenced by the social resources generated in village community, the public resources owned by the village committee and the national power. The tri-dimensioned interaction results in the result of the election. Under the premise of contemporary political system; the election of the Agrarian Committee is a part of the state-making, a kind of effort that the nation brings the outer elites of the grass-rooted system into inner system, and also that the Administration power takes more legitimacy from the rural areas.
