With fast development of the economic globalization, many multinational corporations (MNCs) have focused their attention on the localization of human resources in China. Besides of the traditional measures, they have adopted new ways to attract outstanding talents in recent years, such as setting up research institutions, management schools and training centers in China. By right of their ability of capital, technologies and management, the MNCs have got upper hand over domestic enterprises in the talent competition.Given theirs superiority in financial resource, MNCs are able to provide talents better compensation and benefit Package, better working environment and more advanced instruments to attract Persons they need. But the key reasons why they can attract and retain talented people lie in their "people-centered"management and well-designed human resource training and development Programs. Certainly MNCs have their own disadvantages, such as limited space they Provide for the career development of local employees, etc., and that 15 where opportunity for domestic enterprises lies. The state-owned enterprises(SOEs), the main stream of our economy are obviously in disadvantageous Position in the talent competition. The wasting and turnover is very serious, which we cannot be optimism. SOEs has evident Problem of adhering to the obsolete Personnel management model formed under theplanned economy for their management of people. The management of most SOEs 15 still at the level of utilizing and controlling their employees, which even can not be compared with that of MNCs. In the state-owned enterprises, the management concepts are deeply rooted in lengthy Planned economy. The conflict of different management ideas 15 very strong, and it 15 very difficult to change the old management idea. In addition, cultural conflicts between China and western world, eagerness for quick success and instant benefit and short sight of management, have seriously hindered manager from absorbing new management theory and thought. The innovation of management system is beset with difficulties. Most SOEs have not yet set up the modern enterprise system at present. Therefore it shall be more difficult for the establishment of modern human resource management system.Losing the battle in the talent competition has made the managers of state-owned enterprises realize Problems of their Personnel management system and speed up the reform of the Personnel system. With development of new economy in the new century, opportunity of attracting and keeping talents is unprecedented for domestic enterprises. The advantage of the state-owned enterprise lies in abundant talent reserve and bright development Prospects that can offer greater development space to talents, With the fast development of economic system reform, some SOEs are accelerating their speed in the establishment of modem human resource management System,and have reaped some, benefit.By analyzing advantages and disadvantages of MNCs and SOEs in the talent competition, and considering the current situation of the SOEs, I come up with three countermeasures: first, to Probe into the establishment of the modern human resource management system; second, to make great efforts to keep existing talents and to explore the setting of new management system of retaining talents by career, emotion and compensation; and third, to offer big career development space to talents. Given the current situation, the SOEs shall focus all their resources to solve the most serious Problem at Present first, and make improvement gradually, we have to admit That the foundations of most SOEs are weak. They shall start from the basic, and shall not dream to establish modern human resource management system by introducing merely one or two measures of reform. It is a systematic work. There is a long way to go for the reform of SOEs, what they shall do is to work hard and innovate constantly.
