Further Improve China's Npc System

People's representative system is the base of people's congress .The quality of people's representative is the key point in carrying out the authorities of people's congress. While the present system has its own disadvantages comparing with western parliament, such as qualifications of the representatives are rather low, part-time representatives are inefficient and the attitude of electorate to election is indifferent etc. So after studying the basic contents of People's representative in China, the author analyzed main problems concerning this question and pointed out some solutions, which can be concluded into several aspects: competitive election, fulltime representatives and supervisory legislation as well.The treatise includes three parts as a whole:Part one focused on the basic contents of People's representative system, for example, the status and functions, powers and duties, special protections for People's representative and so on.Part two discussed six problems existing in present system, including low qualifications of the representatives, inefficient part-time representatives, indifferent the attitude of electorate to election and unsmooth communication between representatives and electorate as well.Part three pointed out some solutions to present system, which refers to limiting age and education qualifications, competitive election, fulltime representatives and enhancing legislation concerning this aspect.
