| Local governments have to be relatively special identity, status, function and behavior among social economic activities. So, in practice, the local governments often confuse their own dual identity and three kinds of functions together, demonstrating some extremely abnormal behaviors characteristic. These behavior characteristics are incompatible with the goal of advancing economic construction smoothly at present. It is obvious and urgent to carry on deep synthesis research and analyzes.This article defines them as local organizations of the central government, utilizing their mandatory characteristics to adjust and supervise their public affairs of their region and population. Comparing with the maximum public welfare of the whole society of central government, local governments and their officials become " economic peoples" to maximize interests. As local interests subjects, they always seek local interests constantly.Local governments represent three kinds of interests levels, appearing on the stage of economic life as two identities: represent the interests of the whole country as the middle level of macro-management, on behalf of local interests as local interests subjects and their own interests.In this article, it point out that with deep market orientation of reform, local governments strengthen their adjustment step by step. At present, the behavior deviations of the local governments are shown in the following several aspects outstandingly: 1. Short behaviors; 2. Against market behaviors; 3. Against the macro adjustments and controls behaviors; 4. Behaviors of suffused with administration intervene; 5. Behaviors of seeking rent. The standard and adjustment of local government's behaviors are a complicated course of advancing gradually. During the process of adjusting, we should move forward wholly, atthe same time with the key break-through, It is important to stipulate and restrain from the legal system basically. |
