Then make it get into the road of rule by law indeed in china.This dissertation is composed of more than 40,000 words and divided into three sections as follows:Section one: the basic theories of decision-making of administration. This section clarifies the implication and seven characters of decision-making of administration and compares it with some relevant conceptions (such as administrative policy, administrative decision, administrative order,administrative plan, administrative programme, administrative judgement and so on). After clarifying the meaning of decision -making of administration, and then analyses the type,the role,the objective,the subject and object of it and its historical development and constitutional foundation.Section two: the running analysis of decision-making of administration. This section analyses advancely the values(including science, democracy, rule by law, efficiency, art), the basic principles(including political principle and operating principle) the basic process and procedure and the factors(including man, system, surroundings, technology) of influencing decision-making of administration.Section three: how to perfect all systems for decision-making of administration and probe the problems of law about it. This section is the core of the dissertation. On the basis of systematic analysis for the systems of decision-making of administration, this section emphatically clarifies how to set up and perfect the systems as follows: the reflection system for the public, the consultation system, the opening system ,the hearing system and the demonstration system. In the same time, this section emphasizes that the responsibility and supervision must be strengthen about decision-making of administration and probes the ways of relief of law about it.
