In the modern economic society, the talent advantage is the most center part of the enterprise owning resource. Modern enterprise is facing more and more serious competition. The only way of defeating others in the competition is developing enough and science managing the human resource, keeping the enterprise spread towards the success.As a result of the state-owned large-medium-sized enterprise re-combining, LIAOHUA Examine-Repair workshop is a grass-roots unit belonging to the LIAOHUA Examine-repair Company .It was built up in the end of 1999. There are 150 workers in the workshop. It is running in the mode of simulation artificial person.Nowadays due to the old managing mode not being completely broken, managing methods are unprogressive so as to the canker of allocation going share and aligning the position by your qualification and level still existing in our workshop. Due to distributing way is single and lacking of efficient checking heartening mechanism, the workers' inertia is very deep and have no responsible and activity in works.This article was aimed at the existing problem of human resources management in the LIAOHUA Examine -Repair workshop to have an objective analyze under the modern managing theories particularly the human resources managing theories; on the basis of theories research and survey, it analyses all kinds of contradictions existing in the workshop at present. It also clears the importance of LIAOHUA Examine-Repair workshop working well the "human capital". Thinking about the individual needs and warning the managing experience of the internal and abroad advanced enterprises, it is systematic and scientific to plan the performance appraisal way and worker inspiration of suitable for examine-repair workshop; thereby, it ensure to bring abundantly the workers working positive factors into play for setting up a high efficient and well-trained workers team.Through analyzing the issue existing workers performance appraisal checking and inspiring way in the Examine -Repair workshop, reflecting the shortage of the own-stated enterprise in the human resource managing theories and operating methods, especially in the area of the performance management and salary inspiration method existing too much questions, it perspective the arduousness and complexity in the area of the enterprise personnel system reformation. With our state joining WTO and marketing economic competition sharpen; it is bound to reform the state-owned enterprise personnel system. Only setting up and perfecting the scientific and fairly performance appraisal system and completely practicing the employee the motivatingpolicy, enterprise can discover talented person, stay on talented person, use well talented person.
