| Nowadays the economic globalization becomes more complicated and the international competitions become more intense. In China, the difference between the East and the West has been more remarkable. The West faces tremendous chance and challenge. The only way is to develop with an uncommon speed. It is said over-striding-development. Among allconditions, undoubtedly, economic factor is most obvious, but the institutional factor should not be ignored. Institutional innovation is not only the essential condition of economic development, but also the important content of over-striding-development. It plays critical role in over-striding-development, as follows: At first, institutional innovation can help to establish effective system of stimulate; Secondly, institutional innovation can help to transform the function of government; institutional innovation can help to establish the system of continuous development in the West. At present, however, there are many institutional barriers to the over-striding-development, such as: firstly, the discrimination between the national enterprise and the private enterprise in the institutions of ownership; secondly, the institutions of distribution lake stimulant to draw the talent; thirdly, the institutions of the West government can not adapt to new conditions of the over-striding-development; fourthly, the institutions of environment protection lake stimulant and restriction to the behavior of exploitation; fifthly, the unofficial institutions such as ideas and customs hinder the progress of market economy. Because the institutional innovation is a huge system, it should think over four problems at first about the leader in the innovation, the model of the innovation, the train of thought of the innovation, and the relation between official institution and unofficial institution. With learning the lessons of the East, the West can innovate new institutions in ownership, distribution, government, environment protection, and ideas to advance it's over-striding-development. The article analysesthe institutional barriers with practical experience and the contrast with the East, and uses Marxism to resolve the practical problem. It has importantpractical significance to the over-striding-development of the West. |
