Government Crisis Management Discussion

This paper summarized some of current concepts of crisis management and relevant theories, combining with the developing characteristics of nowadays, analyzed the science and technology which plays key role in the crisis management, from the view of the relationship between Science and Technology (ST for short) and society, put forward momentous problems such as system-building for crisis management, investment to science and technology, etc.The paper is divided into three parts. In the first part, the author summarized some basic concepts of crisis management and relevant theories, especially that of government crisis management; in the second part, the role of modern ST in the government crisis management is emphasized; and in the third part, some recommendations are put forward to the government for thinking and measure taking about crisis management.The methodology of the paper: Firstly, contradiction analyzing, following the basic method of Marxism to analyze those crisis phenomena and correlative issues practically and dialectically; Secondly, integrating strategic analysis into case study, based upon the analysis of the just happened SARS epidemic issue and 9.11 event, to tone up a whole understanding for government crisis management; Thirdly and lastly, literature inquiring and comparative analyzing, disposal interrelated data and situations, made some pertinent suggestions to the government with the noticing of real situation of our nation.The relevant concepts and theories of government crisis management were tidied in this paper. The main creative idea is to display a systemic analysis of how the government using ST in its crisis management, from a view of mutual influence between ST and society. Thereby a conclusion is drawn as that modern ST plays an important role in the government crisis management, and the government notices not only to consummate the mechanism of crisis management including to perfect legal system and institution and to strengthen crisis education, as it manages some of the societal crisis, but also to set up alarming target system and to reorganize society resource, especially to enforce the investment of ST in government crisis management measure.
