In Mobile Survival Enterprises Reform Mode

As state-owned large and middle scale enterprises have adopted the main-supplemented separating forms of reorganization, the existing LCE (live continuous enterprises) has become the fact. But the issue of how long and how to continue has become the main problem confronting these enterprises and also extensively concerned by the society. In the past three years, under the support of relevant policies and China Mobile Corporation (CMC is the brief form), LEC of CMC has actively explored the development of LCE based on stabilizing the staff. But since the system of LCE still belongs to the state owned enterprise and the specialty of LCE, the difficulty of the reform has increased. This paper, taking Sichuan Telecommunication Co. as the case, did some relative research on the following issues: how to attract the domestic investment, how to carry out share system reform by diversified forms, suitably handle the historical problems with respect to assets and staff, develop mixed economy with great efforts. It put forwards the next step of developing LCE, and analyzes the integrating as well as giving the relevant countermeasure.The first chapter: introduce the basic knowledge and the concept of LCE, and illustrate its main task, develop objectives and necessities of reform. The second chapter: analyze and study the status quo and existing problems of LCE. The third chapter: present the development clue and general framework of LCE. The fourth chapter: put forward the fundamental means of reforming of LCE. The fifth chapter: give out the reform plan of constructing mobile professional co. for LCE. Finally, this paper sums up the core issues of constructing mobile professional co., presents the next step of the research for LCE.
