For finance, it means such changes as need of capital from absolute short of to relative enough, aim of finance from pursuing large scale to pursuing quality control and efficiency, control of financial resources from some focal points to keep balance structure, service form single capital-dominant service to comprehensive use of various financial function and financial tools and investing system from government leading to market dominant. During development, finance faces pressure from various aspects, thus some shortcoming come out. Such problems only can be resolved in practice. Then setting up concept of scientific development is the best alternative to resolve all kinds of financial problems and the basic guarantee to develop modern finance, which has been tested by practice. So, in the process of financial reform and development, develop itself new lease on life and activity as well, among which the latter plays a key role. Now, it is high time to develop finance. During reform, the main task is to realize two essential changes. One is the bank system change from state-owned professional bank to state-owned commercial bank; the other is the management change of banking service from just increasing scale to intensive management. According to the trend of economic and financial reform, on the basis of two changes, this essay analyses change of banking management. And this essay points out some suggestions in hoping to develop banking management level and improve manage profit. This essay can be divided into three parts. The first parts exclusively analyses commercial bank intensive management theory and practice in terms of intention of increasing scale and intensive management—two means of economic expanding. And it discusses the meaning, basic requirement and content of commercial bank intensive management; it analyses the means and experience of western commercial bank using intensive management. On such basis, it aims to aid our banking workers to master the theory of intensive management, and then absorb western experience in order to develop our commercial bank management. The second parts analyses the necessity of our commercial bank intensive management. First, the essay points out the background of our intensive management. Then it expounds the changes of banking management, which is basic requirement of socialistic economic system reform and changes of economic development. While, intensive management can completely resolve some problems existing in our banking management for a long time, can be impetus of economic reform and financial reform. At last, combing with some experience of commercial banking intensive management from 1996, author recalls and summarizes some problems existing in our commercial banking intensive management, which serves as foil for developing commercial banking intensive management. The third parts points out concrete measures of commercial banking intensive management, which is the key of the whole essay. First, setting up concept of intensive management and strengthening force of management changes. While, it needs to realize five changes to develop our commercial banking intensive management, and then construct relative technological-supporting plat. At last, it needs to resolve some relationship in management in order to improve the level of commercial banking intensive management. In a word, to realize the change and to improve management level is a system project, which needs cooperation among all social departments.
